Error while attempting to upgrade

Hello,

 

I was trying to upgrade and it says -

 

 

"You need permission

Request access from your administrator."

 

I am the owner of - so I am just confused? I can't request assistance because I need to be a paid user- and I can't become a paid user because of the erorr.
