Can JIRA be configured to send email notifications when updates are available for plugins? Having to go to "Administration" to see if there are any plugin notifications is a bit of a pain in the neck - after I have everything setup I don't go to "Administration" very often.

Unfortunately, this feature is not available in current Jira. But, you may raise the ticket in https://jira.atlassian.com/.

You can subscribe from the plugin page by clicking on the Watch option. You will receive an email alert everytime that a new version of the plugin is available.
