How can we delete trello boards when the admin is no longer with the company?

Are you a member of the workspace where those boards are located? Is the workspace free, and do you still have the option for a free trial? If so, you can activate the trial, which will make you an admin of the workspace. As an admin, you'll have the ability to delete the boards.Kind RegardsAlissonTrello Team
