どなたかアドバイスをいただけますと幸いです。最終目的はカスタムのフィールドを追加することです。ヘルプに習い追加しようとしておりますが、最初の歯車マークを押すとプロジェクトの未選択ができ、課題がありません。権限の問題でしょうか。どういった権限の人がこちらのフィールドをカスタムできますでしょうか。

FYI, only a Jira admin can create new custom fields.
