Feature Epics only be linked to one Program Parent? i.e., Feature Epics should NOT be linked to multiple Program Parents?

Correct. Any issue can have only 1 parent using Parent Link.

A task having only one parent (such as a story or an epic) helps maintain a straightforward and understandable project structure. Allowing multiple parents could create complex dependencies and potential conflicts in task management. A single parent ensures that the task's dependencies and progress are easily traceable.
The work hierarchy is structured from top to bottom, meaning each task is associated with only one parent.
