What privilege do we need to import ideas from a CSV file using the following options
Go to Create located at the top navigation bar > Import issues.
Choose the CSV file you want to use and click Next.

According to the documentation, you only need to be a Jira admin:
Importing your CSV file Once your CSV file has been prepared, log into your Jira Cloud site as a Jira administrator to start the import process.
