add a watcher

I have a user Dipak Yadav who has Developer role but cannot see other team member when Adding a Watcher for any issue. For example, in issue https://4cdecision.atlassian.net/browse/FGMCMONGO-71 he can click on Watcher and there is a pop up, but he cannot add me (Cupid Chan) as the watcher.

Thanks Paula! If I grant Dipak that Browse Users permission, will he be able to assign any user in the system? Or just the one with the permission to the that particular project? I want to make sure that he will not accidentally assign the issue to someone outside of his Project team.

You need to ensure that Dipak has Browse Users permission, so he can find other users. Please refer to Managing Global Permissions for further information.
