I used to have a free plan but wanted to add 11th person.
I have changed my plan to Standard but nothing changed, still, cannot approve the request.

my polish is not very well ;-) but could it be that you added 1 standard subscription and added all people to multiple boards?
as then you should have subscription for all people if added to more then 1 board in the workspace.
Well, all the people were already added to multiple boards, but we were only 9. Now we are 11 and want to keep it the way it was before but with additional people (most of us are using 6-7 boards). What could i buy in order to do this then?
that is the crazy thing about trello. free plan includes 10 users with a maximum of 10 boards and everyone can join any board
when paid workspace standard or premium, for every member using more then 1 board in that specific workspace should have a subscription.
so if you have 11 members using all 6 or 7 boards, then you need 11 subscriptions.
if you would had 11 members all using 1 board only then 1 subscription would be enough
