how to enforce commit has a valid jira issue

The JIRA issue in commit comment allows the commit to be recorded in the issue.

Is there a way to require a valid JIRA in the commit comment ?

There is no default functionality to do this. But you can use a plugin like "Yet Another Commit Checker" for Bitbucket Server.
