I just noticed the FAQ link goes to https://answers.atlassian.com/faq but the answer to this question there is just the top-level JIRA site, which isn't as helpful as it could be.

The best approach for raising a bug report is to go here:
And then fill the required fields.
Guilherme, your link works well for filing bugs but not for improvements or other issue types. This link allows you to select an issue type.
If you're going to Ben's link, make sure you're not filing a duplicate ticket first. Always good to search the JIRA Answers project first.
I can confirm you file tickets in the ANSWERS project at jira.atlassian.com (https://jira.atlassian.com/browse/ANSWERS).
There really ought to be an easier way to find this information!
