As soon as I hide the excerpt, they are not able to see the inserted excerpt anymore.

If you want the content inside the Excerpt macro to be hidden when the source page is published, you may select the Hide Excerpted Content checkbox.
If you don't want your users to edit the source page with the Excerpt, you may use the restrictions to Edit this page.
If the issue is that you hide the source page from Viewing and then your users don't see the included data via the Excerpt Include macro, then it seems to be an expected behavior.
