ToDo list will not delete

I allow the ToDo List items to be removed by anyone, but when it is removed it comes right back. Is this a bug or am I missing a setup?

Pardon, can you link which add-on you're using? I'm not familiar with it.

ToDo List Custom Fields is the name of the Add-On
