send an email when a custom field has a specific value

Hi,

I'm trying to create an event listener or condition that send an email to someone if a custom value created (a list field) has a specific value. somenthing like (pseudocode):

if (flag)=='+') {

sendEmail(someone@somenthing.com)

}
