Stop users who arent added in jira from creating a request from within the Jira service desk

We have issue when a customer in Jira adds a user as participant and this participant is not a member of Jira, the participant will be added in Jira as a customer to the specific project without our permission. Is there a way to disable this? but we dont want to disable the add participant feature as we use it in the organization.

Thank you for response.

We've selected this option but still the user (Participant) is able to access without being added from our end to Jira.

We've noticed that once the non Jira member is added as participants automatically it will show in the "User Management" and we need to find away to avoid. It's fine that Jira members will add the non member Jira user as participant just to receive email notification but more than that should be restricted.

As I remember you can change it is JSM project settings and choose that user is able to choose only users from their organisation and/or project.
