How can I get those tasks that are not assigned to a release visible in Tempo?

I have a user who has all the permissions I can grant him in Tempo, and he can see the timesheet for a particular project, but it doesn't include tasks that are not assigned to a release.  Is there any way to see ALL the tasks in a project, not just those assigned to a release?

Check if you have a release selected in the dropdown after selecting the project. It should be "Overview".
