Log into JIRA as an admin, go to Admin -> manage add-ons, search for it and add it. The "buy" button will take you to the purchasing

I don't know what "Tried for SSO and manual logging back on" means.After you've logged in as an administrator, what do you see when you go to admin -> addons and search for portfolio in the marketplace?
Another question too - you didn't label this with "cloud", but are you on Cloud? If you are, then you might find it easier to go in via your my.Atlassian account where you can select add-ons for your system as well.
