No, they need to be an org admin in order to manage the users.

In Jira, you can't give someone full control over user management without making them a full admin (like giving them the keys to the whole castle). But there are ways to give them some control over specific areas:
Project Admin: Make them an admin for a specific project. This lets them add/remove users and set permissions within that project (like giving them the keys to a specific building).
Give users only the access they need. Too much control can be complex.

I know they need to be Jira admin to perform such activities.
I recommend to have a solution from Atlassian to let the Jira admin to deligate some administration activities to specific users.
This will be usefull for many operational activities and offload such activities from Jir admins

Actually, for user management specifically they need to be the organisation admins.
So this is why, the users you want to be able to manage the users need to be the organisation admins. There is no other way of granting them permissions, other than giving them the full control.
