Is there a JIRA sandbox project for testing? I'd like to have write access (e.g. creating tickets) as well as reading information from the JIRA project.

You can download JIRA on your local machine and evaluate it for 3 months.

Yes, Atlassian provides free trials but I wonder if there is more longer term solution for continuous integration, etc. Then, I actually find that Atlassian provided a JIRA instance to a group called pycontribs for that purpose.
