Are projects supposed to be created in Stash automatically when linked with JIRA?

I've got both Stash and JIRA setup, and they seem to be linked. However, I've created a project in JIRA and see no corresponding project in Stash. Is this expected, or is it possible something is misconfigured? Am I supposed to manually create a corresponding project in Stash, and then they'll link?

In recent JIRA and Stash releases you don't need specific project links - that is all done by just using JIRA issue keys in git branch names and commit messages. You might need to check that you have the OAuth configured in the application links (i think thats default).

You will have to manually create the project and link them.

This is expected. Stash is linked to JIRA through commit messages that contain JIRA issues. Please refer to https://confluence.atlassian.com/display/STASH/JIRA+integration#JIRAintegration-issues for more details.
