can you provide some more information? Why is the "while editing" thing important to you?

How to Block/Enable Workflow Transition to the Assignee Based on select field option

This is something you can achive by 2+ conditions.

1. only the assignee - condition AND
2. "field have value X" - condition

Hope this makes sense.
