How can I set the default notification scheme?

I'm unclear on how I configure the notification schemes so that when I create a new project, it defaults to the notification scheme I want (rather than none). Is it a requirement that every new project has to manually have a notification scheme attached manually by the creator?

Unfortunately, you currently do have to specify the notification scheme for each new project you create.

You are not the first to want to set a default...a feature request already exists (though no updates have been added recently):
