Jira license; Display rights

I have remember that it is possible to grant display rights to Jira in reduced / no cost?

Is this still possible?

What I mean is that if a person needs Jira only on for viewing(not editing) the tickets (e.g. Service Desk of the delivered changes) would they need a Jira license?
