Development Panel missing from Issue Page when migrated from Server to DC

Hi All,

I am facing an issue post migration from Server (9.2) to DC (9.10.1)

Project Settings --> Development Tools - Visible for newly created project,
Project Settings --> Development Tools - NOT Visible for migrated/Old Projects.
Development Panel missing from Issue Page - NOT Visible for both Old & New Projects.
