Number of Votes on the bug? And may be the criticality of it? I am sure you will know better

Votes definitely plays an important part in the roadmap as I know it! Would be interesting to know what are the other parameters.

From How To Get Legendary Support:

Atlassian Support will help with workarounds and bug reporting.
Critical bugs will generally be fixed in the next maintenance release.
Non critical bugs will be scheduled according to a variety of considerations.
