How can I display in bar chart the status(Open, Close, InProgress) of Issues from 2 labels(LB1, LB2) grouped by label?

JIRA doesn't have a stacked bar chart built in really.  You'll need to find or write code to create one.

Sorry, do you want to chart the status of the issues or the labels?  A bar chart groups by one thing.
