Is it possible to remove development panel from Issue page for a specific project ?

To remove any panels or fields from the issue screen you should go to:
Project Settings > Issues > Layout > Choose the issue type you want to edit.

Yes ,that worked for me but we do have Slack, Jigit development tools ,do you have any idea how to remove these tools ?

Your options:

Can those be controlled with similar permissions? If yes, then it would be the right way.
Can you remove those by configuring the corresponding screens? If yes, then create a screen with these removed and use that screen in those screen where you don't these interfaces.
