Adding a contact link or a direct link on Confluence's login page

Would it be possible to set up Confluence to provide a contact link or direct link to an already made request form (Account Request Form) on the Confluence login page? JIRA has this, but the Confluence login page has nothing other than the username and password field.

be careful what you wish for ... you might get it

that means anyone anywhere in the world could ping the contact person with a barrage of access request forms - valid or hackers
