In Jira Work Management you would upload files on specific issues (Tasks, Sub-Task, etc.) there is not a central document repository on the project. Files need to be linked to an issue. If you connect the project with Confluence you could upload files in the Confluence space so they all reside on a single page.

@li5bo5 Looks like you are using BitBucket. This is a GIT Repo so you will need to follow the instructions here to add files https://support.atlassian.com/bitbucket-cloud/docs/add-edit-and-commit-to-source-files/
