You can find a step by step about how to add conditions in https://confluence.atlassian.com/adminjiraserver070/advanced-workflow-configuration-749383189.html#Advancedworkflowconfiguration-conditions
Go to the workflow, click edit, click on the transtion(s) you want to add conditions to, and add them in the conditions tab.
You need to be a JIRA (or system) admin to be able to edit workflows.
JIRA Administration > Issues > Workflow > Edit > Select the transition > Conditions
