How to prevent a PR (pull-request) from being attached to a Dev ticket unless it has moved past QA?

In order for a PR (pull-request) to be attached to a Dev Story, it will have to be in a Status past In QA.

I'm not seeing any options for this. There are some cool plugins out there that can do lots of other controls on your PR's, but I can't find anything that allows you to prevent PR's based on Jira issue status.
