Visibility Comments for Customer Portal or Automation Rule (Script) for Change visibility

Hi! We have ITSM Server. So. For one project I need next behavior. From Open to In Progress status all comments from Customer Portal need to hide from user from Technical field. After that status new comment added with all users visibility. Is this possible?
