Should be the character "ä".
On pages content and on the configuration page the encoding works without a hitch. Even where the page names show in "last visited" the encoding seems tow work

I had also encoding problems on jira. I applied the same fix to confluence and it worked!
Start JIRA with the parameters -Dfile.encoding=utf-8 and -Dsun.jnu.encoding=UTF-8.
Don't ask me why this isn't documented for confluence encoding problems as well.
