add new project - jira defaults the jira-users for users (roles)

when adding a new project - jira defaults the jira-users as default for users role, how do I change it or remove it.

so that I can assign individual users or a group that has acces to that project

Go to Admin -> Roles -> Manage default membership

If you remove "jira users", then new projects will no longer inherit it. You'll still need to remove it from existing projects, it is only used when creating a new project.
