Some one please help me to write a script listener to buikd a "DropdownList" which gets values from a shared path and displays list on Jira creation time.

Could you please clarify what do you mean by values from a shared path?

If you want to get value from a REST Endpoint or JQL and display it as a list, you can look into this ScriptRunner Documentation, which shows different approaches on how to convert a Single Line or Multi-Line text field into a List and pass it options from the REST Endpoint or JQL.
