where is The issue number sequence function in database ? Can i find it ?

You can get these details in the database. table name is "Project"

DO NOT MESS WITH THE DATABASE OUTSIDE OF THE GUI. Doing so often has undesired consequences. Contact Atlassian for the problem.
You will need to restore the database from the backup you took before you made the database changes.
You should never write to a Jira database - if Jira is running, you will destroy your data, no matter what the change, and if it is offline, there's a very high chance you will destroy it because the database is complex and you probably don't understand it.
