Difficulty linking anchor from a different page

Anchor name is 100

Space name is C4.1: Credit Memo Request

I'm attempting to link C1.7: When to Void vs. Credit Memo? to an anchor within C4.1: Credit Memo Request, and it's leading me to a dead end.

My syntax is C4.1: Credit Memo Request#100

Is that correct?

Are Anchors just broken in general? Can't even link within the same space anymore.
