Want to use Jira Values for external application

I want to use values from Jira board for another application to send a mail with assignee details.

As said by @Benjamin , the best way to integrate JIRA with external application is to use REST API https://developer.atlassian.com/server/jira/platform/about-the-jira-server-rest-apis/

Depends on the values you would like to retrieve for another application. You should be able to get the value you need by using the Jira API. It is also possible by retrieving from Database but the API would be the recommended method.
