Working on https://wiki.corp.ebay.com/display/BPRMD -- the page is the blog home page and has no pencil for edit option, even for the space admin.
Welcome to the Atlassian Community!
What are the restrictions on the page? Look for a red padlock symbol, and hover over it (remember that admin rights mean admin, not "can do everything and ignore security")
The problem was fixed through Space Tools _ Overview _ Home Page
