No confidential data reminder at attachment addition

Find a solution to do one of the following behaviors at attachment addition in a ticket:

Display a modal pop-up window displaying a warning message about the confidential data above the ticket details view
Display a visible warning message about the confidential data in the Attachments section of the ticket details view
Uncheck the "No Confidential Data" checkbox and force user to check again
