Password complexity policy dissapeared

I need to restrict simple passwords.

I've seen that https://confluence.atlassian.com/display/JIRA/Password+Policy+for+JIRA1 week ago, but it is not actual information for now.

So, how can i force strong passwords now?

I have the same question, when the feature of password policy will come back to JIRA OnDemand?
