I need to customize the admin drop down located at the Jira issue Page menu bar.

Whether you are developing a plugin or using script fragments to add this customization. You would primarily need the below information.

* Module - web item or web section or we link
* Location - where do you want to render this module?
* Weight - the order of modules (the higher the weight lower in position and vice versa)

In your case.

* Module - web-item.
* Location - operations-fields.
* Weight - up to your choice.
