Are the anonymous, user, etc. groups in confluence built in and have to remain with the same names or can you create another group with the same permissions?

You can't rename groups, but you certainly can create other ones and use them instead, or alongside the built in ones, and you can delete the default ones. If you are going to do this, check the global permissions carefully before you make change - you need to think about allowing logins etc.
Anonymous isn't a group though, it's a flag to say "let them in without asking who they are"
@Nic Brough is right. The confluence-users and confluence-administrators group names are hard coded into the Confluence source code, so using different group names will have consequences, e.g. for the default permissions of new spaces.
Using the supplied group names also means that Atlassian's supplied documentation will ring true and your platform will be easier to maintain for the next person who takes over the admin.
David, how can we manage the "consequences" of a new group?
There are no "consequences" of a new group. There are some things you need to think about if you want to get rid of confluence-administrators and confluence-users, but David and I already covered those in our answers.
