Is it possible to block a user from pulling or cloning a repository?

• We have 2 projects that contain same file, while a user working on that file and editing it in one project. How can i restrict other users from pulling that file from the other project?
• Or is it possible to view that the file what is being edited in one project is already under development by a user, so other users don't work on it in the other project?
