Unable to generate PAT using rest API

I am following the below document on generating and accessing Confluence using PAT.

When I am trying to generate a new PAT using rest API "{baseURL}/rest/pat/latest/tokens" with old PAT as authentication it's throwing the below error message.

    <status-code>401</status-code>

    <message>Client must be authenticated to access this resource.</message>

</status>

PS: My old PAT is still active and it's working.

Is there a reason why you have a valid PAT and using it to generate a new PAT? I don't quite see the point in that since the initial PAT was already transmitted over the network.
