There is no native "updatedBy()" function in JQL. However, there are a few fields that you can perform a history query against (Assignee, Fix Version, Priority, Reporter, Resolution, and Status). So, if you're looking specifically for issues where the reporter updated status, you could do something like:
status was "In Progress" BY <reporter>
Outside of that, you'd need some type of 3rd party app to get any additional functionality.
