Cannot remove groups from user in Jira

I have 31 users who are currently Inactive but are assigned to many groups.  When I edit the user and highlight the groups and select Leave, the screen refreshes (I get no error), but the users are still assigned to the same groups. What is it about these 31 users--I am able to easily do it to the hundreds of other users I have on the system. These users are stored in Jira Internal Directory.

I've see this problem before and the customer was able to rectify it by following the steps on this article:

• Cannot remove user(s) from certain membership(s) 

In summary, it was caused by a problem in Jira's database where the data became inconsistent. It's likely to be throwing an error in the logs as well when the operation is failing.
