Projectrak will allows you to add properties at Project level (text fields, select list, status, priority).

Currently it is not possible to create custom field that project admins can manage. However, there are several third party add-ons that might solve your use case:

* Profields
* JIRA Metadata Plugin
* JIRA Project Specific Select Field.
