This is possible, but requires admin rights to set up.
As an admin, you'd need to go to global permissions, under which there should be an option to enable anonymous access. After enabling you can control which spaces allow anonymous access, so the space that contains the post you want to be public would have to have this enabled.

If your Confluence site is public, you can grant permissions to people who are not logged in.
