How I can link the Summary field of a Jira issue to be the title of a Confluence page.

You can link the issue itself to a Confluence page.
I am not sure what you mean here. Do you mean you want to create a page with the name taken from the summary of the issue? Or put a link in your Jira issue to a page of the same name?
