Filters Edit screen doesn't work as intended

Question

When we go to Manage Filters > My > Edit (when clicked Gear Button on one of filters), we cannot add viewer or change permissions in the displayed screen. Please see the highlighted fields in screen displayed (picture below).

Is there a way to fix this or is this a bug?

Sounds like this is a bug.  What version of Jira are you on?

I can edit filter permissions in this screen:

Only the screen opened in the way Manage Filters > My > Edit (when clicked Gear Button on one of filters) doesn't allow us to edit permissions.

By the way I am a global admin and in global permissions Create Shared Objects is allowed for all users.
